State Aid Data

At present, all data displayed on the State Aid screen relates to aid provided by the UK Government under the Coronavirus Business Interruption Loan Scheme (CBILS) and the Coronavirus Large Business Interruption Loan Scheme (CLBILS).

These schemes were closed to new applications on 31 March 2021. We will no longer update this data as of the end of September 2022. Prior to this date, the most recent CBILS/CLBILS data at the European Commission(EC) was published on 23 March 2022, and the most recent modification to the CBILS/CLBILS data from BEIS was on 4 January 2022.

Completeness of the data

Not all of the facilities granted under the CBILS/CLBILS loan schemes fall within the scope of the EC’s reporting and publication requirements. In brief:

  • Under each loan scheme, individual aid exceeding €100,000, or €10,000 if the borrower operates in the agriculture or fisheries sectors, is required to be reported.
  • In general, only facilities granted up to 31 December 2020 (the end of the transition period) will be published on the EC website. Facilities granted after this date will only be published at the EC if they fall within the scope of the Northern Ireland Protocol.
  • Facilities offered under COVID-19 loan schemes but not drawn down/received are not required to be reported, but loans which have been repaid are.

How Company Watch has transformed the data

The data is sourced from the European Commission. We have augmented this raw data with business insights and other data from our database. For the sake of clarity, and to comply with the licensing requirements of this data, we detail the modifications we have made below:

  • Identification of CBILS and CLBILS loans: the Aid Measure Title field in the raw data does not always distinguish between the various state aid schemes (including non-loan schemes) provided by authorities. We have instead created a new field called Scheme Name, in line with the following assumptions:

    • Where the raw data field SA.Number (Aid Measure Case Number) is SA.56792, we have assumed that the record relates to a CBILS Loan Guarantee. The Scheme Name has been set as: Coronavirus Business Interruption Loan Scheme (CBILS) Guarantee.
    • Where SA.Number is SA.56794, we have assumed that the record relates to the first year’s fees and interest on a CBILS Loan. The Scheme Name has been set as: Coronavirus Business Interruption Loan Scheme (CBILS) Fees and Interest.
    • Where SA.Number is SA.56841 and the raw data field Aid Instrument is Guarantee, we have assumed that the record relates to a CLBILS Loan Guarantee. The Scheme Name has been set as: Coronavirus Large Business Interruption Loan Scheme (CLBILS) Guarantee.
    • Records that do not fulfil any of the above criteria have not been included at this time.
  • Company Registration Numbers (CRNs): Where provided, this was found in the raw data field National ID. (When this field is 0, we assume that no CRN is provided.) We have cleaned the provided CRN (for instance, capitalising any letters) and have attempted to verify that the raw data field Beneficiary Name matches a company name associated with the CRN in our database (including previous company names). Where this was not possible, or a CRN was not provided, we have used the Company Watch matching process to attempt to find, if possible, a reasonable match to Beneficiary Name. These two cases have been clearly distinguished on the platform by a tick or cross, respectively, in the Exact Match field of the record. Note that some of the source records relate to unincorporated entities and so have not been included on our platform.

  • Aid Instrument: the CBILS Guarantees have the raw data field Aid Instrument set as Guarantee (where appropriate with a reference to the Commission decision (10)); we have shortened this to Guarantee to be consistent with the CLBILS Guarantee records. For the CBILS Fees and Interest records, the Aid Instrument field has been set to Direct Grant.

  • Other companies in the group: in some cases, a company has not received a CBILS/CLBILS loan itself, but another company in the group has. Where applicable, for each company we have shown verified and matched records for both the company itself and all other companies in the group.

  • Amounts: The amounts shown in the Nominal Amount and Aid Element fields have been rounded to the nearest pound.

  • Additional and renamed fields: records in the raw data contain some additional fields (for example, Objectives of the Aid) which we have not shown in the record on our platform. Some field names have small differences between the raw data and our platform.

Completeness of the data

The CBILS and CLBILS reported on the GOV.UK website were awarded after 31 December 2020, i.e. when the transition period for the UK’s withdrawal from the EU had ended. We are not aware of the reporting requirements for these loans and do not guarantee the completeness of this data.

How Company Watch has transformed the data

The data is sourced from the UK government.  We have augmented this raw data with business insights and other data from our database. For clarity, we detail the modifications we have made below:

  • Identification of CBILS and CLBILS loans: we have determined the Scheme Name field as follows:

    • Where Subsidy Control (SC) Number is SC10420 (Subsidy Scheme Name is Coronavirus Business Interruption Loan Scheme), the Scheme Name has been set as Coronavirus Business Interruption Loan Scheme (CBILS) Guarantee (when Subsidy Type is Guarantee) or Coronavirus Business Interruption Loan Scheme (CBILS) Fees and Interest (when Subsidy Type is Direct Grant).
    • Where Subsidy Control (SC) Number is SC10421 (Subsidy Scheme Name is Coronavirus Large Business Interruption Loan Scheme) and Subsidy Type is Guarantee, the Scheme Name has been set as Coronavirus Large Business Interruption Loan Scheme (CLBILS) Guarantee.
  • Company Registration Numbers (CRNs): these were not provided, and so we have used the Company Watch matching process to attempt to find, if possible, a reasonable match to Recipient Name. We have placed a cross in the Exact Match field to signify that the CRN does not come directly from the source data.

  • Other companies in the group: in some cases, a company has not received a CBILS/CLBILS loan itself, but another company in the group has. Where applicable, for each company we have shown verified and matched records for both the company itself and all other companies in the group.

  • Granting Authority: consistent with the scheme details on the GOV.UK website, the Granting Authority has been listed as British Business Bank, which is owned by the UK Government.

  • Amount: the amount in the Aid Element field comes from the Subsidy Element Full Amount field in the source data. No amount is included in the Nominal Amount field.

  • Additional and renamed fields: records in the raw data contain some additional fields (for example, Subsidy Purpose) which we have not shown in the record on our platform. Some other field names have differences between the raw data and our platform.
